my guess based on this is that you've extracted it somewhere without write permission, since all your settings look blank, like they couldn't set the defaults. try either running as admin or moving it somewhere else if that doesn't work (like 'my documents')

even if you had the right port to forward, there's no way to connect via public ip in the game. it only shows games running on your local network. that's something the developer will have to decide to add
